REPORT OF THE
COMMITTEE ON GOVERNMENTAL RELATIONS
AND ECONOMIC DEVELOPMENT
DATE: August 7, 2018 Re: Comm. 985/Res. No. 640-18
PLACE: Kailua-Kona, Hawai`i
TIME: 1:09 p.m.
Council Chair and Members
Hawai`i County Council
Hilo, Hawai`i 96720
Your Committee on Governmental Relations and Economic Development, to which was referred
Resolution No. 640-18, reports as follows:
Resolution No. 640-18, transmitted by Council Member Susan Lee Loy, dated July 24, 2018,
urges the State Board on Geographic Names to consult with community members who have
direct traditional, cultural, and familial ties to the district of Puna to establish appropriate names
for the Fissure 8 vent and other features of the 2018 eruption of Kilauea Volcano.
During the July 24, 2018 meeting, Council Member Susan Lee Loy moved to approve
Resolution No. 640-18 with Council Member Valerie T. Poindexter seconding the motion.
Ms. Lee Loy stated that she brought this to the table due to the events occurring in Puna which
caused discussions with the community to engage with those who have cultural ties of the area to
help with the naming of Fissure 8. She reached out to all who are listed in the resolution and the
feedback she received is that they are in support.
Council Members Eileen O'Hara and Jennifer Ruggles supported Ms. Lee Loy's efforts to
provide a process for the community with ties to the area to name Fissure 8. Council Member
O'Hara stated that she had been in discussion with Pi`ilani Ka`awaloa of the Aha Moku
Advisory Committee, who unfortunately could not attend the Governmental Relations
Committee at this time, and prefers to wait until Ms. Ka`awaloa returns and is able to provide
additional input. Ms. O'Hara also states that Ms. Ka`awaloa has a PowerPoint presentation that
explains naming of areas and would like to schedule it for the committee to hear.
Ms. Lee Loy had an amendment that would bring clarity to the area but would hold off on
submitting it until Ms. Ka`awaloa returns. Ms. Lee Loy requested that the committee move the
resolution forward.
Council Member Richards suggested that Resolution No. 640-18 stay in committee so there will
be an opportunity to talk story, as it looked like more information was needed.
Resolution No. 640-18 was postponed to the August 7, 2018 Governmental Relations and
Economic Development Committee.
GREDC Report No. 8
