No. 1024/Bill No. 177 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 9:34 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Bill No. 177, reports as follows: <br /> Bill No. 177, transmitted by Managing Director Wil Okabe, via Communication No. 1024, dated <br /> July 31, 2018, amends Section 25-8-19 (North Hilo District Zone Map), Article 8, Chapter 25 <br /> (Zoning Code) of the Hawaii County Code 1983 (2016 edition, as amended),by changing the <br /> District Classification from Agricultural—Twenty Acres (A-20a) to Agricultural—Five Acres <br /> (A-5a) at Papa'aloa,North Hilo, covered by Tax Map Key: 3-5-004:023 (Applicant: Charles and <br /> Kitura Andrus) (Area: approximately 11.06 acres). <br /> Managing Director Wil Okabe forwarded the Windward Planning Commission's favorable <br /> recommendation for this change of zone, which would allow the applicant to apply for <br /> subdivision of the property into two lots. The applicants currently reside in a home on one lot <br /> and plans to convey the other lot to their children. <br /> Planning Consultant Zendo Kern appeared for the applicant and stated that family issues <br /> prevented them from attending. Mr. Kern announced that the applicant will be here for the first <br /> reading at Council. Jeff Darrow from the Planning Department was present to answer questions. <br /> Mr. Kern stated that this property is situated in an area that has lot sizes of 1, 2, 5, and 10 acres, <br /> and that the Laupahoehoe School is nearby. He said that there is a blanket zoning of A-20 that <br /> was developed during the plantation era and commented that A-5 seems to be a reasonable <br /> zoning according to the Land Use Pattern Allocation Guide Map. Mr. Kern stated that the goal <br /> is to rezone the 11-acre lot from A-20 to A-5 so that they can convey a lot to their children. <br /> Mr. Kern added that there has been no opposition received from the neighbors. <br /> The vote was then taken on the motion to move this measure to Council with a positive <br /> recommendation and passed with seven "ayes." <br /> PC Report No. 69 <br />
