L 18 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FRIENDS OF HOKULE`A AND HAWAI`ILOA FOR HOKIJLE`A:'S RETURN OF NA POHAKU TO PU'UKOHOLA HEIAU AT KAWAIHAE. WHEREAS, members of the Polynesian Voyaging'Society sailed the Hai-ilea around the world on a historic three-year voyage, called the Malama Honua Worldwide Voyage, that explored and built global partnerships by engaging its communities and practicing how to live sustainably on"Island Earth"; and WHEREAS, during the voyage the Hokulea carried Na POhaku from the Pu`ukohola Heiau and Mauna Kea onboard as its anchor,thus securing the Hokulea-to Hawai`i Island as the originating end of the Lei of Aloha that circled the world; and WHEREAS, the Hokulea traveled back to Hawai`i Island, and its crew members returned Na POhaku to Pu`ukohola Heiau at Kawaihae during a ceremony that represented significant cultural value to all of Hawai`i; and WHEREAS, the Friends of Hokulea and Hawai`iloa is a 501(c)(3) nonprofit organization whose mission is to teach and perpetuate the Hawaiian traditions of building, restoring, and caring for canoes; and WHEREAS, the Friends of Hokulea and Hawai`iloa is requesting funds to assist with reimbursement for food and housing expenses for the crew members of the Hokulea, during the ceremonial return of Na POhaku to Pu`ukohola Heiau in 2018; and WHEREAS, one of the goals of the Department of Parks and Recreation is to facilitate opportunities, such as this culturally significant and educational event, that meet the needs of our island community while maintaining the cultural uniqueness of our rich heritage and diversity; and WHEREAS,p ursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity,service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 9 will be appropriated to the Department of Parks and Recreation to provide a grant to The Friends of I=lokule a and Hawai`iloa for Hokulea's return of Na POhaku to Pu`ukohola Heiau at Kawaihae,
