Gyotoku, Housing Administrator PHONE: (808) 961-8379 A. REQUEST: We request to amend Ordinance 18-68. The 2018-2019 Operating Budget to increase the Budget in the Housing Fund as follows: The Office of Housing and Community Development is requesting the appropriation of$ 170,000.00 to the Housing Choice Voucher Program (Account Number 152.3301.54). This amount represents a projected increase in revenues from the US Department of Housing and Urban Development (HUD) to be use for Housing Assistance Payment subsidies, and is to cover the expenditures account number 152.461.5466.30.371, Voucher rental subsidies. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): On August 20, 2018, the County of Hawai'i (County) was informed that HUD in collaboration with the Department of Veteran's Affairs (VA), V21/Pacific Islands HCS Facility, approved the County to receive an allocation of twenty-two (22) Fiscal Year 2018 HUD-Veterans Affairs Supportive Housing (VASH) vouchers. After the processing of the County's application, HUD will issued a formal, public Press Release for all FY18 HUD VASH awardees. HUD will send the County an award letter via email and a Consolidated Annual Contributions Contract (CACC) Amendment. The County anticipates that the HUD-VASH vouchers and funding will become available sometime in October 2018. The increase in appropriation reflects the updated allocation to be received from the U.S. Department of Housing and Urban Development for the period July 1, 2018 to June 30, 2019 for the Housing Choice Voucher HCV (Section 8 program). The $ 170,000.00 is to be used for payment of rental assistance for eligible participants in the program. The OHCD expects to expend this allocation by June 30, 2019.
