REQUEST: <br /> Resolution authorizing County (via R & D) to enter into agreement with the University of Hawaii, to provide <br /> funding for its "Artificial Insemination as a Tool to Improve livestock Genetics in Hawai`i County" proposal. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Pursuant to Hawaii Revised Statutes § 46-7, the County may enter into agreements with "any public body" <br /> with the consent of Council. R & D is requesting that Council approve a resolution authorizing R & D to enter <br /> into an agreement with the University of Hawaii, a public body, for the purposes of funding its program, <br /> "Artificial Insemination as a Tool to Improve livestock Generics in Hawai`i County", pursuant to HCC 2- <br /> 139(3)(c). <br /> The introduction of superior livestock genetics from mainland breeders is economically unfeasible due to animal <br /> importation regulations and transportation costs to the islands. The artifiicial insemination (Al) technology is <br /> available, but active local inseminators are not available and training is needed. With education, producers <br /> can revitalize the process thus alleviating the need to import expensive breeding stock. Al is the fastest and <br /> most economical way of improving livestock genetics on Hawaii island. <br /> This proposal is for $7,994.80 and will allow for the University of Hawaii to conduct training with beef and swine <br /> producers on Al techniques, record keeping of animals on the farm and prepare publication materials on Al <br /> technology, record keeping and basic herd management. <br /> Funds are from 2018-19 Fiscal Year Budget. <br /> SIGNED: • <br /> '! �'�' DATE: ` <br /> Department Head <br /> 2ot5ss1, <br />
