REQUEST: <br /> Resolution authorizing County (via R & D) to enter into agreement with the University of Hawaii, to provide <br /> funding for its "Applied Research for Grafting Macadamia, Cacao, and Avocado" proposal. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Pursuant to Hawaii Revised Statutes § 46-7, the County may enter into agreements with "any public body" <br /> with the consent of Council. R & D is requesting that Council approve a resolution authorizing R & D to enter <br /> into an agreement with the University of Hawaii, a public body, for the purposes of funding its program, <br /> "Applied Research for Grafting Macadamia, Cacao, and Avocado", pursuant to HCC 2-139(3)(c). <br /> Macadamia, avocado and cacao are existing and potentially economically significant crops in Hawaii County. <br /> To maximize production of these crops, grafting clonal varieties on seedling rootstock is the standard <br /> practice. There is a limited availability of grafted trees, especially in large quantities. Grafting is an asexual <br /> method of propagating plants to retain scion cultivar growth, floral and/or fruit characteristics, disease <br /> resistance, reduce time to flower/fruiting and to maximize the use of limited propagative material if it does not <br /> root by stem cuttings. <br /> This proposal is for $7,000.00 and will allow for the University of Hawai`i to conduct training with four grafting <br /> techniques with the macadamia. avocado and cacao producers. <br /> Funds are from 2018-19 Fiscal Year Budget. <br /> 'D2iSIGNED: /C(,/ex DATE: /S//g/ <br /> Departm'erilt Head <br />
