COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 705 s8 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO MALAMA O PUNA TO ASSIST WITH THE OPERATION MICONIA PROJECT. WHEREAS, Malama O Puna is a 501(c)(3) local nonprofit whose purpose is to assure critical habitat for native species and open space for future generations; and WHEREAS, Miconia calvescens (Melastomataceae) is an extremely invasive species of tree from South America, is on the Hawaii State Noxious Weed List, and is infesting certain areas around Pahoa town; and WHEREAS, all miconia infestations around Pahoa town pose a potential threat to the Wao Kele O Puna forest reserve, which is Hawai`i's largest remaining lowland wet forest; and WHEREAS, Malama O Puna is requesting funds to cover expenses including but not limited to; materials, supplies, tools, and labor to conduct Operation Miconia in certain areas in Pahoa to eradicate miconia; and WHEREAS, one of the objectives of the -Department of Research and Development is to support research or extension projects on invasive species; and WHEREAS, pursuant to Section 2=1-39(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 4 will be appropriated to the Department of Research and Development to provide a grant to Malama O Puna to assist with the Operation Miconia project. BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby transfers/appropriates the following amount as set forth below:
