COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLU'T'ION NO. 109 IS <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND <br />FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED <br />FUND ACCOUNT TO PROVIDE A GRANT TO HILO-HAMAKUA COMMUNITY <br />DEVELOPMENT CORPORATION FOR THE SAKADA DAY CELEBRATION 2018. <br />WHEREAS, the Hilo-Hamakua Community Development Corporation (HHCDC) is a <br />501(c)(3) nonprofit organization whose mission is to assist in creating opportunities that preserve our <br />environment, sustain our families, and improve the quality of life; and <br />WHEREAS, HHCDC is collaborating with the University of Hawaii at Hilo and the <br />Hawaii Island Sakada Day 2018 committee, which consists of individuals and various Filipino <br />community groups to organize the Sakada Day Celebration 2018; and <br />WHEREAS, the Honorable Governor David Ige signed into law HB604, which dedicated <br />December 20th as Sakada Day, an honor that has been long awaited for by the Filipino community; <br />and <br />WHEREAS, the Sakada Day Celebration 2018, is free and open to the public and will take <br />place on December 16, 2018, at the Kula`imano Community Center in Pepe`ekeo to honor, <br />showcase, and commemorate the legacy of 125,000 sugar and pineapple plantation workers <br />(Sakadas) recruited between 1906-1946 by the Hawaii Sugar Planters Association, acknowledging <br />the Sakada's contribution to Hawai`i's economy, society, and culture; and <br />WHEREAS, this event will feature a recognition ceremony of still living Sakadas, display <br />exhibits of Filipino artifacts and apparel, arts and crafts, food booths and entertainment, as well as <br />host a delegation from the University of Northern Philippines; and <br />WHEREAS, one of the goals of the Department of Research and Development is to support <br />sustainable agricultural practices by promoting educational opportunities designed to build skills and <br />capacity in the farming community and to support local, national, and international promotion of <br />locally produced agricultural products; and <br />WHEREAS, HHCDC is requesting funds for programs, marketing, setup/decorations, PA <br />system, entertainment, and supplies associated with the Sakada Day Celebration 2018; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency <br />Relief funds shall be transferred to an accepting County department/agency via resolution identifying <br />the nonprofit organization and the specific program, project, event, activity, service, equipment, <br />materials, or supplies for which the grant shall be used; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br />Contingency Relief funds from Council District 1 will be appropriated to the Department of Research <br />and Development to provide a grant to HHCDC to assist with the Sakada Day Celebration 2018. <br />
