COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. 718 18 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND <br />RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO REIMBURSE <br />EXPENSES RELATING TO THE 43rd ANNUAL WAIMEA PANIOLO PARADE AND <br />HO`OLAULE`A. <br />WHEREAS, the annual Waimea Paniolo Parade and Ho`olaule`a, a celebration of paniolo <br />culture, tradition, and pride, is attended by thousands of Hawaii Island residents and visitors that <br />help to increase economic tourism for Hawaii Island by promoting Waimea town as a tourist <br />destination; and <br />WHEREAS, the 43rd Annual Waimea Paniolo Parade and Ho`olaule`a was held on <br />September 15, 2018, and was part of the Hawaii Island Festival, 30 Days of Aloha, formerly <br />known as the Aloha Festivals; and <br />WHEREAS, the Big Island Resource Conservation and Development Council (BIRCDC) <br />is a 501(c)(3) nonprofit organization that supports the economic, cultural, and natural environment <br />of Hawaii Island through sponsorship of festivals, programs, and special events unique to this <br />island; and <br />WHEREAS, BIRCDC organized the 43rd Annual Waimea Paniolo Parade and Ho`olaule`a <br />and is requesting funds as a reimbursement for sound equipment rental fees, transportation, and <br />other miscellaneous expenses related to the event; and <br />WHEREAS, the Department of Parks and Recreation supports this type of community <br />event as it falls within its mission to promote, perpetuate, and encourage activities and programs in <br />culture, art, history, and humanities; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, activity, <br />service, equipment, materials, or supplies for which the grant shall be used; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br />Contingency Relief funds from Council District 9 will be appropriated to the Department of Parks <br />and Recreation to provide a grant to the Big Island Resource Conservation and Development <br />Council to reimburse expenses related to the 43rd Annual Waimea Paniolo Parade and Ho`olaule`a. <br />BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby <br />transfers/appropriates the following amount as set forth below: <br />
