COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. 723 IS <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO WAIKOLOA DRY <br />FOREST INITIATIVE FOR POST -FIRE FOREST RESTORATION. <br />WHEREAS, the Waikoloa Dry Forest Initiative (WDFI) is a 501(c)(3) nonprofit <br />organization that provides an outreach and education program to raise awareness about the native <br />Hawaiian dry forest ecosystem and promotes Hawaiian culture and volunteerism; and <br />WHEREAS, the WDFI manages a 275 -acre dry forest reserve and restoration project <br />near Waikoloa Village that contains extremely rare native Hawaiian plants and some federally <br />designated endangered tree species, of which some 24 acres within the preserve was burned by <br />the August 3, 2018, fire; and <br />WHEREAS, the WDFI has been focusing its management on threat control, by <br />increasing the number of native plants within the preserve and eliminating the fire -prone <br />fountain grass in the area; and <br />WHEREAS, the WDFI has requested funds for expenses relating to its post -fire forest <br />restoration project, including but not limited to seed banks, cultivation tools, and material costs <br />for its continued efforts to protect and preserve the native plants and trees within; and <br />WHEREAS, the Hawaii Fire Department supports WDFI and its introduction of low - <br />fuel native plants in lieu of fire -prone fountain grass, which promotes the safety, health, and <br />quality of life of our island community; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit .organization and the specific program, project, event, <br />activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF.THE COUNTY OF HAWAII that <br />Contingency Relief funds from Council District 9 will be appropriated to the Hawaii Fire <br />Department to provide a grant to Waikoloa Dry Forest Initiative for post -fire forest restoration. <br />
