project site. Condition H of Ordinance No. 04 110 limits access from Queen Ka`ahumanu <br />Highway to Parcel 1 to two (2) access points. The proposed main access is the South <br />Access Road, which coincides with the existing road to the Kaloko-Honokohau National <br />Historical Park and a North Access Road, which will be limited to right-in/right-out <br />movements, located near the northern boundary of Parcel 1. As part of their Queen <br />Ka`ahumanu Highway widening project, the State Department of Transportation (DOT) <br />recently completed construction of a new, signalized, four -legged intersection at the <br />South Access Road and constructed right-in/right-out intersection improvements at the <br />North Access Road intersection, including pavement and drainage improvements within <br />the State right-of-way. Lateral access from adjacent commercial/industrial areas will be <br />provided through the proposed extension of the existing Kamanu Street between Hina <br />Lam Street and Kealakehe Parkway. With the approval of the proposed amendment, the <br />Kanalani Street Extension will be constructed from the existing Kanalani Street tenninus <br />in the Kaloko Light Industrial area to the South Access Road. In November 2017, Wilson <br />Okamoto Corporation prepared a Traffic Impact Assessment Report (TIAR) for the <br />proposed phased development of the WHBP over 20 years and also included an updated <br />Internal Circulation Plan as required by Condition I of the subject Ordinance (Included as <br />Exhibit No. 4 of the application). According to the TIAR: <br />• Phase 1 is expected to be completed by 2022 and entails the development of <br />approximately 48.4 acres (approximately 356,059 square feet of gross leasable <br />space) for commercial uses. <br />o Recommended Phase 1 roadway improvements include the construction of <br />the South Access Road to provide access to/from Queen Ka`ahumanu <br />Highway and extend Kanalani Street (from its current tenninus at the <br />northern boundary of Parcel 1) further south to connect to South Access <br />Road. Additionally, the TIAR recominended improvements within the <br />Queen Ka`ahumanu Highway right-of-way, which were completed as a <br />part of the widening project. <br />• Phase 2 is expected to be complete by 2027 and includes the development of an <br />I Me <br />
