Local 5 Hawaii: P.D.Exhibit 8-Letter dated August 28,2018 <br /> RECOMMENDATION <br /> The Planning Director is generally supportive of the intent of Bill 108, Draft 4 <br /> and appreciates the time and effort the County Council has taken to draft legislation to <br /> regulate vacation rentals in Hawai`i County. The Director is recommending various <br /> revisions to Bill 108,Draft 4 to address housekeeping changes that are needed to <br /> implement the intent of Bill 108, Draft 4, and more substantive changes so that the <br /> regulation of short-term vacation rentals, as proposed, is consistent with other County and <br /> State land use laws. Lastly,the Director would like to draw attention to some unresolved <br /> issues, such as increasing fines and creating future legislation to address `hosted' short- <br /> term vacation rentals, in the hopes that these can be addressed at a later date by the <br /> County Council. <br /> The Planning Commissions may approve all, some, or none of the Director's <br /> suggested recommendations.The Commissions may also offer their own revisions to the <br /> bill. The Windward and Leeward Planning Commission's recommendations will be <br /> forwarded separately,but at the same time,to the County Council for their consideration <br /> and decision. <br /> Recommendation#1 <br /> Change the title of the bill and references of`short-term vacation rental' to `un-hosted <br /> short-term vacation rental'. <br /> Reason: The title and references are confusing because unless you are familiar with the <br /> -9- <br />
