REQUEST: <br /> Create three (3) Water Safety Officer II positions. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> In 2007, the Ocean.Safety division merged into the Hawaii Fire Department from Parks and Recreation. At <br /> that time, we were under a current contract with the State of Hawaii to provide lifeguard services at Hapuna <br /> Beach, a state park. Since that time, we have been operating with the same amount of personnel with the <br /> exception of three (3) Rescue Water Craft (RWC) operators who were filled when we began our RWC <br /> program in 2015. <br /> We are requesting three (3) new Water Safety Officer(WSO) II positions based on an increase in the <br /> number of beach patrons that are steadily increasing at Hapuna Beach Park. This increase has a direct <br /> correlation to the potential occurrence of incidents requiring additional preventative actions, medical <br /> responses, and ocean rescues. <br /> After review of the Memorandum of Agreement with the State of Hawaii Department of Land and Natural <br /> Resources dated June 27, 2012 in regards to lifeguard services at Hapuna Beach Park, it was determined <br /> that an increase in the amount of Water Safety Officers (WSO) was needed for the safety for our personnel <br /> and the public, to decrease overtime costs, and reduce burnout that may lead to decreased mental alertness <br /> and other health issues. <br /> SIGNED: 011(\_.4 DATE: SEP 1 9 2018 <br /> Department Head <br />
