REQUEST: <br /> ORDINANCE AMENDING CHAPTER 21, ARTICLE 4, OF THE HAWAII COUNTY CODE 1983 (2016 <br /> EDITION), RELATING TO SEWER SERVICE CHARGES. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Department of Environmental Management seeks to increase sewer service charges to cover the costs of <br /> providing those services. <br /> The Sewer Fund is currently receiving a General Fund subsidy to help cover the cost of operating the <br /> existing Wastewater facilities. The requested increases seek to eliminate the General Fund subsidy, over <br /> time, and to increase funding for much needed facility repairs. <br /> The proposed changes eliminate the charge for recycled water which will be re-established when R-1 water <br /> is available. <br /> The sewer service charges have not been increased since 2002.
