REQUEST: <br /> • <br /> The Hawai'i Fire Department is requesting a resolution authorizing the payment of funds in a later year and <br /> for more than one fiscal year for a multi-year lease to purchase two (2) fire apparatus. The lease would be <br /> for a term of five (5) years. The fire apparatus (fire trucks) will be assigned to the Laupahoehoe Fire Station <br /> and the Kailua Fire Station. The estimated lease cost is cost of$26,000 per month for a sixty (60) month <br /> term for the multi-year lease to purchase for a total $1,560,000. <br /> Payments will commence after delivery of the fire trucks. <br /> The Department is requesting that the Finance Committee hearing be waived. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The current apparatus, Engine 17, assigned to the Laupahoehoe Fire Station is 21 years old and serves a <br /> population over a large area. <br /> The current apparatus---Engine 7---assigned to the Kailua Fire Station is 17 years old and serves a busy <br /> area with a large population. <br /> National Fire Protection Association Standards recommend replacement after 15 years of useful life. <br /> The purchase of the new two apparatus will provide reliable front-line response vehicles. The new apparatus <br /> will reduce repairs and maintenance costs. The Fire Department specifies fire apparatus that are <br /> manufactured to the latest National Fire Protection Association (NFPA) Standards and Department of <br /> Transportation (DOT) Regulations, providing for the safety of our personnel and the driving public. <br /> Having reliable fire apparatus in our fleet is cost effective as it will reduce operating costs and will also <br /> increase our firefighting effectiveness thereby reducing fire loss to the community. <br /> The estimated payments will be appropriately budgeted in the FY 19-20 operating budget when the two <br /> apparatus are anticipated to be delivered after a nearly one year build time.
