"EXHIBIT A" <br />RULE NO. 6 <br />STANDING COMMITTEES <br />1. Standing committees have a continuing existence. There shall be seven (7) standing <br />committees as follows: <br />(a) Committee on Finance <br />(b) Committee on Planning <br />(c) Committee on Parks and Recreation <br />(d) Committee on [EtyvifenmerAal Resil , ney and Managemo„*] Agriculture, Water, <br />Energy, and Environmental Mana ement <br />(e) Committee on Public Works and Mass Transit <br />(f) Committee on Public Safety <br />(g) Committee on Governmental Relations and Economic Development <br />2. The scope and responsibilities of the standing committees shall include, but not be <br />limited to, the following: <br />(a) Committee on Finance: <br />(1) Matters related to auditing, budget, capital improvement projects, <br />improvement districts, lease agreements, appropriations, general <br />obligation and revenue bonds, taxes, intergovernmental revenues, grants, <br />licenses, data systems, procurement policies, open space acquisitions, land <br />acquisition, district contingency relief funds, personnel transactions, and <br />associated fees. <br />(2) Matters related to the establishment of the annual County operating and <br />capital budgets, including the setting of real property tax rates. I <br />i <br />(3) Matters related to health care, health insurance, increasing access to such <br />professional services and community clinics. <br />(4) Matters related to human services, social services, social service agencies, <br />homelessness, and non-profit programs. <br />(b) Committee on Planning: <br />3 <br />
