The completioti of the Hale Wa'a will serve to further <br /> • enhance the cultural and educational experience for the Interpretive Center <br /> user and the Kaupulehu lineal descendants. <br /> KD desires to open the Interpretive Center to the general public on an <br /> unrestricted basis based on available parking, however, KD is prevented <br /> from doing so, as the opening of the Interpretive Center to public use is <br /> contingent upon the State Historic Preservation Division ("SHPD") <br /> • <br /> approving the Revised Long-Term Preservation Plan ("Plan") for the <br /> Kalaemano Cultural Preserve. (See enclosed CD diskette - Preservation <br /> Plan). The approval of the Plan vill allow KD to complete the <br /> implementation of the required mitigative measures, such as the <br /> preservation site buffers, and the installation of path improvements with <br /> interpretive and directional signage to facilitate public access from the <br /> Interpretive Center through the rocky Kalaemano Cultural Preserve to the <br /> •shoreline. KD plans to start implementation of the mitigate measures as <br /> soon as the SHPD approves the Plan. KD's archaeologist follows up <br /> regularly with the SHPD on the approval of the Plan and KD is hopeful <br /> that the SHPD will approve the Ilan soon. <br /> Once the Interpretive Center is opened to the public, under the direction of <br /> the area kupuna and•lineal decedents, KD plans to direct all public access <br /> users to the Interpretive Center toll obtain an informal orientation on the <br /> Kalaemano Cultural Preserve and use of the shoreline area. Since there <br /> are vast amounts of preservation sites and areas currently being utilized <br /> for cultural practices, the steward's of the Interpretive Center will educate <br /> the public on the proper use of the area to minimize impacts to these <br /> sensitive sites. KD will also use this opportunity to educate the public <br /> about safely navigating the very rugged shoreline terrain and sea cliffs. <br /> The shoreline area is almost entirely devoid of any ocean-accessible sandy <br /> beach areas, which is not conducive for typical ocean activities such as <br /> swimming. Coupled with the Kaupulehu Reserve, which the State <br /> established on July 29, 2016 to,pi ohibit the taking or possession of any <br /> aquatic life within the preserve boundary for 10 years, <br /> KD anticipates that <br /> the typical public access user will consist of those individuals interested in <br /> learning about the Kalaemano Cultural Preserve or those that plan to hike <br /> the rugged shoreline. <br /> • In the interim, the general public is currently directed to the 2 public <br /> access parking lots located at the: (1) South Public Parking Lot#1, located <br /> adjacent to the Hualalai Resort/Kukio Resort boundary consisting of 59 <br /> standard paved stalls and 8 gravelled stalls, and North Public Parking Lot <br /> #2, located adjacent to the Hualalai Resort/Kona Village Resort boundary <br /> consisting of 10 paved stalls, for a total of 77 public access stalls available <br /> for public use. <br /> 2.
