The subdivision improvements for this phase were <br /> completed in 2014. <br /> 5. Kulanakatchale (SUB-14-001426-Revised) <br /> The Planning Department approved SUB-14-001426-Revised-2 on April <br /> 5, 2017. This phase of the development consisted of 11 single-family <br /> residential lots. The subdivision improvements for this phase were <br /> completed in 2017. <br /> IV. DEVELOPMENT PLANS FOR LOT 4-A AND LOT 4-B BEYOND 2019 <br /> Although faced with a challenging real estate market, KD and HILLC remained steadfast <br /> and fully committed to implementing thedevelopment plans for Lot 4-A and Lot 4-B, <br /> respectively, and have made substantial progress towards this goal. The total development area <br /> under PDO 99-42 is 1,078.634 acres in size with a maximum allowable density of 1,030 <br /> residential units. To date, KD and HILLC have developed approximately 582.030 acres of land <br /> and 170 residential units within the Lot 4-A and Lot 4-B development areas. Approximately <br /> 384.094 acres within Lot 4-A7 and 217.394 acres within Lot 4-B8 have been developed, <br /> respectively, which represents roughly 54% of the land covered by PDO 99-42. More <br /> importantly, the Parties have completed a majority of the community benefit and public access <br /> elements under PDO 99-42, such as the Interpretive Center with the public restrooms and public <br /> parking stalls, which will facilitate greater public access to the shoreline, once SHPD approves <br /> the Plan for the Kalaemano Cultural Preserve. As we discussed in Section II.A.1. above, the <br /> Interpretive Center is currently open to lineal descendants, cultural practitioners, and educational <br /> groups on a reservation only basis, while the SHPD review of the Plan is pending. <br /> Concurrent with the work performed by the project archaeologist, KD has consulted with <br /> the Kaupulehu Development Monitoring Committee ("KDMC") and the lineal descendants from <br /> the area to develop an appropriate management plan to ensure the protection of all <br /> archaeological, cultural and natural resources along the shoreline. KD and HILLC maintain <br /> close contact with the lineal descendants from Kaupulehu, and this relationship was integral in <br /> the efforts to relocate the Star Compass from within the,Hualalai Resort and to develop plans for <br /> the new Hale Wa'a(canoe hale) adjacent to the Interpretive Center. Although PDO 99-42 allows <br /> KD to defer opening the public access elements to the general public until the opening of the 18- <br /> hole golf course, KD always intended to open these public access improvements to the public • <br /> earlier.
