In a letter dated November 30, 1995, the Department of Land and Natural <br /> p <br /> Resources—State Historic Preservation Division accepted the previous data recovery <br /> report for sites identified on the property. Additionally, as a result of DLNR-SHPD's <br /> approval of the report, grading and grubbing permits were issued to the property. <br /> 18. Public Access: There is no record of a designated public access that traverses the <br /> property. <br /> 19. Traffic: According to the applicant's 2006 Final Environmental Assessment, traffic <br /> generated by the proposed development is expected to be minimal. <br /> PUBLIC FACILITIES AND SERVICES <br /> 20. Access: There will be three accesses available to the property. The Kawili Street <br /> driveway will serve both the affordable housing project on Parcel 30 and the CVC/CBOC <br /> project, and was designed and constructed in late 2016. Driveway connections at <br /> Kapi`olani Street and Ululani Street will serve the affordable housing project and will be <br /> constructed by HKI Kawili LLC. Ululani Street and Kapi`olani Street are County owned <br /> and maintained paved streets within a 60-foot wide right-of-way. Kawili Street is a <br /> County owned and maintained paved street within an 80-foot wide right-of-way. There is <br /> a drainage ditch along the Kawili Street frontage. <br /> 21. Water System: County water is available to the property via an 8-inch waterline within <br /> Kawili Street. The applicant has paid the water commitment fee to provide water for the <br /> CVC/CBOC project and is requesting additional time to secure water commitments for <br /> the affordable housing project. <br /> 22. Wastewater System: The proposed development will be connected to the County's <br /> sewer system. According to the applicant, they have completed the installation of sewer <br /> stubs from the main sewer line along Kawili Street to serve both the affordable housing <br /> and CVC/CBOC projects. In their memo dated August 14, 2018, the Department of <br /> Environmental Management (DEM) indicated that before approval can be issued to <br /> connect to the County sewer system, the applicant will need to do a sewer study and <br /> provide any necessary improvements as may be recommended by the study to mitigate <br /> project impacts. <br /> -5- <br />
