17. ------------ <br /> COUNTY OF HAWAII. --° =" /..: STATE OF HAWAII <br /> G <br /> art ----- <br /> RESOLUTION NO. 39: 19 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND <br /> RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST THE <br /> KONA SOIL AND WATER CONSERVATION DISTRICT WITH EXPENSES FOR <br /> EDUCATIONAL MATERIALS. <br /> WHEREAS, the Big Island Resource Conservation and Development Council <br /> (BIRCDC) is a 501(c)(3) nonprofit organization whose purpose is to enrich the communities of <br /> Hawai`i Island by promoting sustainable practices that enhance and encourage appreciation for <br /> our natural environment; and <br /> WHEREAS, BIRCDC is partnering with the Kona Soil and Water Conservation District <br /> (KSWCD)to reduce and potentially eliminate land degradation and soil depletion in the West <br /> Hawai`i district to be distributed at workshops and site visits; and <br /> WHEREAS, BIRCDC is requesting funds to assist KSWCD with expenses for <br /> developing educational materials, resource booklets, and brochures to be distributed at <br /> workshops and site visits; and <br /> WHEREAS,the Department of Research and Development strives to increase <br /> communication, interaction, and understanding between residents dents and the agricultural industry to <br /> ensure the integrity of Hawai s unique sense of place; and <br /> WHEREAS,pursuant to Section 2-139 (a)(2)(A) of the Hawaii County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program,project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 6 will be appropriated to the Department of <br /> Research and Development to provide a grant to the Big Island Resource Conservation and <br /> Development Council to assist the Kona Soil and Water Conservation District with expenses for <br /> educational materials to address land degradation and soil depletion in the West Hawai`i district. <br /> BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby <br /> transfers/appropriates the following amount as set forth below: <br />
