To ensure <br /> compliance with those regulations, many of the comments received have been included to <br /> either amend existing conditions of approval or as new proposed conditions of approval <br /> to be considered by the Planning Commission and County Council. These proposed <br /> changes and new conditions are discussed below: <br /> The proposed request will not unreasonably burden public agencies to provide <br /> infrastructure and utilities to the property. Access to the subject property is from the <br /> County owned and maintained Piilani Street which has approximately 25 feet of <br /> pavement width within a 60-foot right-of-way. The Department of Public Works (DPW), <br /> recommended and the Planning Director agrees that the portion of Piilani Street fronting <br /> the project site shall be improved to commercial standards, including but not limited to <br /> pavement widening, concrete sidewalks with curbs, gutters, streetlights/traffic control <br /> devices and drainage improvements prior to certificate of occupancy. Additionally, DPW <br /> recommended and the Planning Director agrees that the property owner shall be required <br /> to participate in the construction of or to pay their fair share contribution toward the cost <br /> of construction of the portion of Mililani Street fronting the project site. The preceding <br /> requirements will be added or maintained as conditions of approval. <br /> County water is available to the site and is limited to a maximum daily usage of <br /> 600 gallons. The water lines in the area are not adequate to provide the required <br /> pressure/flow for fire protection. The applicant will either install an alternative system <br /> meeting with the requirements of the Fire Department, or will upgrade the water line. The <br /> applicant will be required to submit anticipated maximum daily water usage calculations <br /> for the proposed project to the Department of Water Supply(DWS), who will determine <br /> if the existing water service can accommodate the proposed use or if larger or additional <br /> water meters are needed. Finally, the applicant will be required to install a reduced <br /> pressure type backflow prevention assembly and any additional improvements within the <br /> road right-of-way that may be required by other agencies. The preceding will be added or <br /> maintained as conditions of approval. <br /> As a condition of approval of this amendment, the applicant will be required to <br /> connect the project to a sewer line within Piilani Street, which will require the applicant <br /> to extend the sewer line from its terminus at the intersection of Piilani Street and Manono <br /> Street to the subject property. <br />
