17. Cultural or Native Gathering Rights: There is no evidence of any traditional and <br />customary Native Hawaiian rights being practiced on the site, nor existence of any known <br />valued cultural, historical or native resources in the area. <br />18. Public Access: There is no record of a designated public access to the shoreline or <br />mountain areas that traverses the property. <br />PUBLIC UTILITIES AND SERVICES <br />19. Access: Access to the project site will be from Manono Street, which is a County owned <br />and maintained roadway with 22 feet of pavement within an existing right-of-way width <br />of 50 feet fronting the subject property. The City of Hilo roadway map identifies Manono <br />Street as a major collector road with a minimum required right-of-way width of 60 feet. <br />The Department of Public Works (DPW) reconunends that the applicant provide <br />improvements to the property's entire Manono Street frontage consisting of, but not <br />limited to, pavement widening with concrete curb, gutter and sidewalk, drainage <br />improvements, and any required utility relocation meeting with the requirements of the <br />Americans With Disabilities Act and the approval of DPW. Additionally, DPW <br />recommends that the applicant design, purchase, and install streetlights and traffic control <br />devices as may be established by the Traffic Division. The improvements shall be located <br />within any futire road widening setback as may be established by the Planning <br />Department. <br />20. Water: County water is available to the subject site. <br />21. Wastewater: The subject parcel is served by the County sewer system. <br />22. Solid Waste: Solid waste will be taken to the nearby County Landfill in Hilo by a private <br />hauling service. <br />23. Essential Utilities and Services: Police, Fire and medical services are available in Hilo. <br />All other essential utilities are available to the property. <br />AGENCIES' COMMENTS <br />24.
