�,,i <br /> COUNTY OF HAWAII • STATE OF HAWAII <br /> . �r�of•N�.d <br /> RESOLUTION NO. 38 19 <br /> A RESOLUTION ADOPTING THE GOALS, STRATEGIES,AND POLICIES OF <br /> VISION ZERO TO PREVENT TRAFFIC-RELATED FATALITIES AND INJURIES. <br /> WHEREAS, according to the State of Hawai`i Department of Transportation, 32 people <br /> were killed in traffic-related incidents in Hawai`i County in 2018, and seven of last year's deaths <br /> were pedestrians or cyclists, compared to five pedestrian/cyclist deaths in 2017, representing a <br /> 40 percent increase in pedestrian/cyclists deaths; and <br /> WHEREAS, the root causes of traffic collisions are often related to policies, systems and <br /> environments that can be improved upon with collective action and political will; and <br /> WHEREAS, roadway infrastructure policy has a substantial impact on traffic, bicycle, <br /> and pedestrian safety; and <br /> WHEREAS,no one should die or be seriously injured while traveling on roadways; and <br /> WHEREAS,Vision Zero is a comprehensive strategy to eliminate all traffic deaths and <br /> severe injuries while promoting safe,healthy, and equitable mobility for all; and <br /> WHEREAS, the fundamental message of Vision Zero is that all traffic deaths are <br /> preventable and unacceptable; and <br /> WHEREAS, following the initial implementation of Vision Zero in Sweden in the <br /> 1990s,the death rate for motorists in Sweden has been cut in half since 2000, and pedestrian <br /> fatalities have also declined 50 percent since 2009; and <br /> WHEREAS, major American cities including Los Angeles,New York City, Seattle, San <br /> Francisco, Portland, Philadelphia, Boston, Chicago, Denver, Fort Lauderdale, and Washington, <br /> D.C.,have adopted Vision Zero policies that focus on safety as a primary objective in designing <br /> transportation projects; and <br /> WHEREAS, Resolution No. 171-11, Draft 2, adopted on October 19, 2011, established a <br /> "Complete Streets"policy, in support of safe mobility for all roadway users in Hawai`i County; <br /> and <br /> WHEREAS, Vision Zero in Hawai`i County will be implemented through a <br /> proclamation from the Mayor,the adoption of its policies by the Council, and the establishment <br /> of a diverse task force comprising representatives from County departments and agencies,the <br /> State of Hawai`i, and private nonprofit organizations; and <br />
