COUNTY OF HAWAII <br />JMty of <br />art OFN�'� <br />RESOLUTION NO. <br />STATE OF HAWAII <br />52 19 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HILO HIGH <br />SCHOOL FOUNDATION FOR THE 2019 HILO HIGH SCHOOL PROJECT GRAD <br />NIGHT. <br />WHEREAS, the Hilo High School Foundation is a 501(c)(3) nonprofit organization that <br />assists Hilo High School and its students with programs and activities, including the Hilo High <br />School Project Grad Night; and <br />WHEREAS, the Hilo High School Project Grad Night provides a safe, secure, and <br />supervised celebration alternative to the traditional graduation parties that involve underage <br />drinking, illegal substance use, and unsupervised late-night partying that normally results in <br />drinking and driving, all of which pose a hazard to the community; and <br />WHEREAS, this alcohol- and drug-free event provides the parents and families of the <br />graduates with the peace of mind that their child is in a safe and wholesome environment after <br />graduation; and <br />WHEREAS, the Hilo High School Foundation is requesting funds to defray the cost of <br />facility rental, transportation, and food; and <br />WHEREAS, one of the Department of Liquor Control's goals is to support youth <br />programs that promote alcohol- and drug-free events, including Project Grad Night activities; <br />and <br />WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, <br />activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br />Contingency Relief funds from Council District 2 will be appropriated to the Department of <br />Liquor Control to provide a grant to the Hilo High School Foundation for the 2019 Hilo High <br />School Project Grad Night. <br />BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby <br />transfers/appropriates the following amount as set forth below: <br />
