J�tVfOi H,`Y COUNTY OF HAWAII +' _• art of•H't+ STATE OF HAWAII RESOLUTION NO. 54 19 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII EMPLOYEES LIFELINE PROGRAM FOR THE REIMBURSEMENT OF EXPENSES INCURRED FROM ITS 2019 LABOR OF LOVE PROJECT. WHEREAS, the Hawaii Employees Lifeline Program (HELP) is a 501(c)(3) nonprofit organization that provides materials and manpower for repairs and installation of necessary equipment at various schools throughout the State; and WHEREAS, HELP, in conjunction with organized labor, businesses, organizations, and individuals, conducts its annual Labor of Love project to support schools that are in need with donations and skilled volunteers to create a space for students to focus on reaching their highest potential; and WHEREAS, the 2019 Labor of Love project was held on Saturday, February 2, 2019, at Chiefess Kapi`olani Elementary School, which included replacing the carpet in the library, installing bulletin boards, installing four basketball systems, striping the parking lot, as well as sanding and painting multiple areas around the campus and landscaping; and WHEREAS, HELP has requested funds for the reimbursement of expenses to defray the cost of materials and supplies needed for school repairs and improvements; and WHEREAS, the Department of Liquor Control supports public programs that promote drug-free and alcohol -free community events; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 2 will be appropriated to the Department of Liquor Control to provide a grant to the Hawaii Employees Lifeline Program for the reimbursement of expenses incurred from its 2019 Labor of Love project. BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby transfers/appropriates the following amount as set forth below:
