REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: February 4, 2019 Re: Comm. No. 80 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 9:33 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Communication No. 80, reports as follows: <br /> Communication No. 80, transmitted by Mayor Harry Kim on January 16, 2019, submitted for the <br /> Council's review and requesting a favorable confirmation of his nominee, Riley Smith, to the Kailua <br /> Village Design Commission. It was noted that Mr. Smith was eligible to fill one of two seats on the <br /> Commission, which requires backgrounds in building construction or engineering. Mr. Smith is <br /> President of Lanihau Properties and a licensed civil engineer with a Master of Business Administration <br /> from the University of Hawai`i at Manoa and a Bachelor of Science in Civil Engineering from the <br /> University of Southern California. He is also active in the business community and served on the <br /> Kona-Kohala Chamber of Commerce Board and was chairperson of the Kailua Village Business <br /> Improvement District Board. In addition, he is also a member of the Democratic Party and if confirmed <br /> to the Kailua Village Design Commission, he would serve a full term of three years. <br /> Executive Assistant Rose Bautista appeared before the Planning Committee with Mr. Smith and <br /> presented the information that was included in Communication No. 80. Mr. Smith added that he had also <br /> served on several other commissions and boards at the county level, including the Water Board, Liquor <br /> Commission, Liquor Adjudication Board, Energy Commission, Environmental Management <br /> Commission, and the South Kohala CDP Steering Committee. He expressed his desire to continue <br /> serving the community and participating on the Kailua Village Design Commission would allow him to <br /> do so. <br /> Several of the Council Members expressed their support of the nomination, thanking Mr. Smith for his <br /> public service and acknowledging that his experience and expertise is ideal for and will greatly benefit <br /> the Commission and the community at large. <br /> The vote was taken on the motion to move this measure to Council with a positive recommendation and <br /> passed unanimously with nine"ayes." <br /> Planning Chair Ashley Kierkiewicz notified Mr. Smith that he was not required to appear at the full <br /> Council meeting on February 20, 2019. <br /> PC Reprt No. 4 <br />
