No. 63/Bill No. 15 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 9:33 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning,to which was referred Bill No. 15, reports as follows: <br /> Bill No. 15,transmitted by Mayor Harry Kim via Communication No. 63, dated January 4, 2019, <br /> amends Ordinance No. 97-13 which reclassified lands from Single Family Residential— 10,000 <br /> square feet(RS-10) to General Commercial—20,000 square feet(CG-20) at Waiakea, South Hilo, <br /> Hawai`i, covered by Tax Map Key: 2-2-023:012. <br /> Mayor Kim forwarded the Windward Planning Commission's favorable recommendation to grant a <br /> five-year extension of time to comply with Condition C (Complete Construction), an amendment to <br /> Condition B (time to secure water), and that the initial administrative time extension condition(current <br /> Condition H) be retained as part of the amendment request. <br /> Planning Consultant Sidney Fuke appeared before the Committee on behalf of the applicant,Nelson and <br /> Susan Fukuhara. Mr. Fuke noted that the property in question was a corner lot at the intersection of <br /> Kamana and Kino`ole Streets, near the senior activity center. He pointed out that the applicant had full <br /> intention to relocate their current office when the original ordinance went into effect, but the economic <br /> recession of 2008 put a halt to relocation plans. By the time they were ready to reconsider moving on <br /> construction,they required his assistance as a planning consultant to help them with the extension <br /> requests as the ordinance had lapsed. He explained that since the passage of the concurrency <br /> requirement, all outdated original requests must be re-reviewed to make sure that they comply with <br /> current ordinances. He assured the Committee that the project meets all tests and has thus far been <br /> received favorably by those reviewing it. <br /> Committee Vice Chair Susan L. K. Lee Loy stated she wanted to ensure, as she does with all applicants, <br /> that they are aware of and agree with all conditions as listed. She further thanked Mr. Fuke for <br /> proactively noting that the concurrency requirements had been met, particularly regarding the <br /> reevaluation of traffic impacts and adjustments for Condition B (time to secure water). <br /> The vote was then taken on the motion to move this measure to council with a positive recommendation <br /> and passed unanimously with nine "ayes." <br /> PC Report No. 5 <br /> p _ <br />
