No. 65/Bill No. 17 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 9:33 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning,to which was referred Bill No. 17, reports as follows: <br /> Bill No. 17,transmitted by Mayor Harry Kim via Communication No. 65, dated January 4, 2019, <br /> amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning) of the Hawai`i County <br /> Code 1983 (2016 Edition, as amended), by changing the district classification from Single Family <br /> Residential— 15,000 square feet(RS-15) to Single Family Residential— 10,000 square feet(RS-10) at <br /> Waiakea Homesteads 1St series, Waiakea South Hilo, Hawai`i, covered by Tax Map Key: 2-4-021:059. <br /> Mayor Kim forwarded the Windward Planning Commission's favorable recommendation for this <br /> change of zone, which would create a two-lot subdivision whereby the applicant would immediately <br /> apply for subdivision approval with each lot a minimum of 10,000 square feet in size. An existing, <br /> dilapidated single-family dwelling on the property would then be demolished, and a new single-family <br /> dwelling built on each of the proposed lots. <br /> Hawai`i County Planning Program Manager Jeff Darrow appeared before the Committee to answer <br /> questions as the applicant, Miroslav Neskovic, was not present. <br /> Committee Vice Chair Susan L. K. Lee Loy wanted assurances that the only intention of the bill was to <br /> create two lots for subdivision and nothing else. After Mr. Darrow confirmed that this was the case, <br /> Vice-chair Lee Loy explained she was in favor of its passage as the project follows the guiding <br /> principles of infill development and maximizing housing opportunities for the community. Committee <br /> Chair Ashley Kierkiewicz further noted that this project mirrors others that are currently taking place in <br /> the subdivision. <br /> Council Member Herbert M. "Tim"Richards, III stated he hoped that the project would be in keeping <br /> with the character of the community as a whole. Committee Vice-chair Lee Loy said she was in favor of <br /> creating more density in areas where the infrastructure already exists, as in this case, particularly for <br /> more residential projects. Council Member Richards further noted the benefit of having planning <br /> projects come before the Council for review, as Council Members from their respective districts have an <br /> opportunity to review and make sure development is appropriate for the area. <br /> Council Member Matt Kaneali`i-Kleinfelder noted that he believed applicants should be present at the <br /> Committee meeting, "to talk to us about what they are doing." <br /> PC Report No. 6 <br />
