The Hilo Community <br /> Development Plan has not been updated, and thus,the only relevant planning <br /> policy document still rests with the County General Plan. <br /> The proposed request is still not contrary to the General Plan's Land Use <br /> Pattern Allocation Guide(LUPAG) Map that defines the subject property <br /> and its immediately surrounding area for Medium Density Urban uses. The <br /> most recent revisions to the General Plan(February 2005) did not make any <br /> changes affecting the subject site. The current designation on the LUPAG <br /> map is the same as when the subject property was initially zoned CN-20. <br /> There are a number of commercially-zoned and related uses proximate to the <br /> subject site along both sides of Manono Street. These include a commercial <br /> complex directly across of the subject site(TMK: 2-2-034: 085); a <br /> retail/office on the south side of the property(TMK: 2-2-034: 013); a food <br /> manufacturing operation across of the site (TMK: 2-2-034:083); and a fishing <br /> and sports supply store on the corner of Manono and Hualani Street(TMK: 2- <br /> 2-034: 088) <br /> Thus,retention of the CN-20 zoning would serve the area as well as <br /> complement the various urban-type of uses already established in this area_ <br /> Concurrently,Jit would be consistent with the following pertinent provisions of <br /> the General Plan Policies: <br /> 1. Economic Element <br /> Goals <br /> • Provide residents with opportunities to improve their quality of life. <br /> ® Economic development and improvement shall be in balance with the <br /> physical and social environments of the island of Hawaii. <br /> ® The County of Hawaii shall strive for diversity and stability in its <br /> economic system. <br /> • The County shall provide an economic environment which allows <br /> new, expanded, or improved economic opportunities that are <br /> compatible with the County's natural and social environment. <br />
