Agency Mission Statement: <br /> After-School All-Stars Hawai'i(ASAS Hawai'i)makes the most of the extended learning time available every day after the <br /> school bell rings. Public schools are essential to children's intellectual development; however, students spend less than 20%of <br /> their waking hours in school.After-school programs present tremendous opportunities to enhance learning,stimulate <br /> exploration,and cultivate each child's potential. <br /> The mission of ASAS Hawai'i is to provide out-of-school programs that keep children safe and help them achieve in school and <br /> in life.We partner with eight schools on Oahu and three schools on Hawai'i Island, serving 1,820 students last year.The <br /> organization was founded in Hawai'i in 2009 and is governed by a volunteer board of directors. <br /> ASAS Hawai'i works exclusively in Title I schools,which is the federal designation for schools in which 40%or more of students <br /> participate in the free and reduced lunch program.The percentage of free and reduced lunch participants is relevant because <br /> academic success is more elusive for children of low-income families. Education has traditionally been the great equalizer, <br /> offering a road out of poverty for hard working kids, but these days academic success is more likely to correlate with <br /> socio-economic status.This is known as the achievement gap:when low-income students fall below their affluent peers in <br /> terms of educational attainment. <br /> 3. Program Description: <br /> This project will provide a free, structured after-school program, including transportation,at Kau High and Pahala Elementary. <br /> ASAS Hawaii partners with some of the lowest performing middle schools to help close the achievement gap for low-income <br /> students. Our approach is to bring after-school learning that is experiential,with education largely occurring outside the <br /> classroom. Every day after-school, participants have structured homework hours and may access tutoring as needed. Students <br /> go on field trips, learn from guest speakers, engage in experiential/hands-on activities, plan community service projects, and <br /> participate in sports and arts enrichment activities.The school-based, school-linked approach enables more supervision, <br /> extended learning time,and opens up opportunities that are otherwise out of reach for low-income families. <br /> These resources are needed to ensure students do not fall behind or fall through the cracks. Considering the 2017-18 Smarter <br /> Balanced Assessment, Kau High&Pahala Elementary performed below the state average on assessments in <br /> English/Language Arts, Math and Science.This school has high percentages of students enrolled in special education (13%) <br /> and chronic absenteeism(40%-state average is 15%). Only 38%of eight graders read at or near grade level and 69%of <br /> students graduate on time. (Strive HI School Performance Reports,2018. HIDOE.) <br /> ASAS Hawaii is well-situated to prepare students for college and careers.We build relationships while students participate for <br /> up to three consecutive years of middle school. <br /> 4.
