REQUEST: <br /> Requesting a resolution to create three (3) new, temporary positions to implement the Disaster Case <br /> Management Program (DCMP) for DR-4366-HI. The DCMP is a federally funded program administered by <br /> the Department of Homeland Security's Federal Emergency Management Agency (FEMA). <br /> The resolution creates the following three (3) temporary positions (not-to-exceed June 30, 2020): <br /> - Program Manager(SR24, BU13) <br /> -Accountant II (SR20, BU13) <br /> - Program Support Technician (SR13, BUO3) <br /> Request to waive Committee and for request to be placed on the March 28, 2019, Council meeting agenda. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> On November 5, 2018, the County of Hawai'i submitted a Disaster Case Management Program grant <br /> application to the Federal Emergency Management Agency to provide long-term case management <br /> services to the survivors of Kilauea Eruptions. The County was awardedU$ 1,734,372.98 in funding. <br /> The DCMP is a time-limited program that will be delivered by a contracted social service provider. The <br /> contract will be administered by County staff. The DCMP includes the following: <br /> -Assessment of the survivor's verified disaster-caused unmet needs; <br /> - Development of a goal-oriented plan that outlines the steps necessary to achieve recovery; <br /> - Organization and coordination of information on available resources that match the disastercausedneed;- <br /> - Monitoring of progress toward reaching the recovery plan goals, and when necessary, client <br /> advocacy. <br /> SIGNED: DATE: 03/05/2019 <br /> �a epartment Head <br /> tta lt? <br />
