REPORT OF THE COMMITTEE ON PUBLIC WORKS AND MASS TRANSIT DATE: March 12, 2019 Re: Comm.No. 156/Bill No. 38 PLACE: Council Chambers Hilo, Hawai`i TIME: 11:20 a.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Public Works and Mass Transit, to which was referred Bill No. 38, reports as follows: Bill No. 38, transmitted by Public Works Director David Yamamoto, via Communication No. 156, amends Chapter 24, Article 10, Division 1 of the Hawai`i County Code 1983 (2016 Edition, as Amended), relating to speed limits. This traffic code amendment is necessary because companion Bill No. 39 lowered a portion of the speed limit of Kukuau Street from 35 mph to 30 mph. Bill No. 38 identifies the revised section of Kukuau Street that will remain at 35 mph. Director Yamamoto was invited to speak. He said the Traffic Division was requested to evaluate the speed limits along Kukuau Street. Upon completing the review, they determined it was appropriate to reduce the speed limit on the makai side of the area referenced in Bill No. 38, where the homes are more concentrated and the lot sizes are smaller, and the road widths are more conducive and appropriate to reduce the speed limit. Chair Lee Loy made a motion to amend Bill No. 38 with the contents of Communication No. 156.1 to fix formatting errors. There was no further comment and the amendment was adopted.
