REQUEST: <br /> An Ordinance amending Ordinance 16-29, which authorized the Mayor to enter into an intergovernmental <br /> agreement for a State Water Pollution Control Revolving Fund Loan for Solid Waste improvement projects <br /> and authorizing the issuance of$6,000,000 General Obligation Bonds of the County of Hawai'i, by <br /> increasing the authorized amount to $10,000,000 for the purpose of financing the following project: <br /> Kealakehe Scrap Metal Yard Remediation $10,000,000 <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Ordinance 16-29 authorized the Mayor to enter into an intergovernmental agreement for a State Water Pollution <br /> Control Revolving Fund Loan and authorized the issuance of$6,000,000 General Obligation Bonds for the <br /> Kealakehe Scrap Metal Yard Remediation project. The project is currently in construction. The quantities of <br /> debris found below the surface exceeds the estimated quantities provided for in the construction contract. <br /> Additional funding is needed to complete the removal of the remaining debris to meet DOH requirements. <br /> Therefore, we are requesting that the amount authorized under Ordinance 16-29 be increased by $4,000,000 for <br /> a total of$10,000,000. <br /> The State Department of Health has issued a revised commitment letter that the additional funding through the <br /> State Water Pollution Control Revolving Fund Loan Program is available for the Kealakehe Scrap Metal Yard <br /> Remediation project. <br /> This project is needed to satisfy the closure requirements of the solid waste management permit No. SV-0008- <br /> 03 for the Kealakehe Scrap Metal Yard. Work includes excavating the lead impacted soil and transporting to the <br /> West Hawaii Sanitary Landfill for final disposal. The goal is to obtain closure of the site to meet DOH <br /> environmental action levels for commercial/industrial land use. <br /> We respectfully request that this bill be waived from Committee and placed on the next Council agenda in order <br /> to expedite the availability of funds to complete the project. <br /> SIGNE044/ DATE: Y ��) <br /> Department Head <br /> 3i714-i <br />
