REQUEST: <br /> Request to amend Ordinance 18-69, Capital Improvement Budget for FY2018-2019, to include an <br /> appropriation for the following project: <br /> Kealakehe Scrap Metal Yard Remediation —$4,000,000 from State Revolving Fund <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The Kealakehe Scrap Metal Yard was closed in 2013. This remediation project is needed to satisfy the closure <br /> requirements of the solid waste management permit No. SV-0008-03 for that site. Work includes excavating the <br /> lead impacted soil and transporting to the West Hawaii Sanitary Landfill for final disposal. The goal is to obtain <br /> closure of the site to meet DOH environmental action levels for commercial/industrial land use. <br /> The project is currently in construction. The quantities of debris found below the surface exceeds the estimated <br /> quantities provided for in the construction contract. The additional money being requested is needed to <br /> complete the removal of the remaining debris to meet DOH requirements. <br /> The State Department of Health has issued a revised commitment letter that additional funding through the <br /> State Water Pollution Control Revolving Fund Loan Program is available for the Kealakehe Scrap Metal Yard <br /> Remediation project. <br /> A Project Data/Financial Impact Statement is attached. <br /> We respectfully request that this bill be waived from Committee and placed on the next Council agenda in order <br /> to expedite the availability of funds to complete the project. <br /> SIGNS 1� DATE: 3/4/119 <br /> Department Head <br /> 3/7040 <br />
