Do you know for fact'whether this was suggested <br /> based upon the existing Mamalahoa Highway? It's in the process of being widened right now. <br /> Is this after widening or— <br /> KAY: So, yeah, thank you for the question. If you see this area here, it says "15' FRW"; that's <br /> a 15-foot future road widening setback requirement. And that, I believe, is Condition F. <br /> CARR SMITH: Is that based on the way that the expansion is going to be completed or prior to? <br /> KAY: So this, the way this comes out now is it's 80 feet from the existing property line to the <br /> future road widening setback, 95 feet, from the existing property line to the existing frontage <br /> along the highway. That's not answering your question. <br /> CARR SMITH: Is the future road widening what is occurring right now? <br /> KAY: I am not aware of the project going on right now. The 15-foot road widening, future road <br /> widening setback, my understanding based on the conversation I had, would be kind of <br /> something into the future and not maybe what's going on right now. Because sometimes we get <br /> comments from them and they say'that it shall be subdivided and dedicated right away; in this <br /> case they said, "Upon the request of the Department of Public Works, the applicant, its <br /> successors or assigns shall dedicated the land encumbered by the future road widening setback to <br /> the County of Hawai`i ...." My conversation with Robyn, she indicated that the County would <br /> actually pay for the subdivision itself, it's just that the applicant would be required to dedicate <br /> the land once it was subdivided out. So that indicates to me that is possibly further into the <br /> future than what's actually going on right now. <br /> CARR SMITH: Thank you. <br /> KAY: Yeah. <br /> UNGER: Commissioner Vitousek. <br /> VITOUSEK: Sure, basically in following up with the gentleman's point about the flag lot and <br /> creating possible runoff. Has there been any kind of like engineering study to figure out what <br /> that grading is going to do to the runoff? Because by creating the flag lot, we are saying that this <br /> area is going to be graded in order to create access; so we are basically all but requiring that this <br /> 18 <br /> DRAFT <br />
