Chung, Council Chair <br /> and Members of the County Council <br /> County of Hawai`i <br /> Page 14 <br /> Applicant's Reasons for Amending Condition 00 <br /> The applicant is requesting an amendment to Condition 00 to allow an additional <br /> administrative time extension for time conditions within the amended ordinance. <br /> Planning Director's Recommendation for Amending Condition 00 <br /> The Planning Director agrees with the applicant's reasons for the amendment and is <br /> supportive of this amendment. <br /> Lastly, the Planning Director recommends the following revisions to several other conditions: <br /> • Conditions J and K related to water supply to recognize the existing 200 water commitment <br /> units and the need for a revised Water Master Plan. These revisions are based on the <br /> Department of Water Supply memos dated December 17, 2018 and January 11, 2019. <br /> • Condition 0 to clarify that the entire WPD must connect to the County sewer system. In <br /> their memo dated November 21, 2018, the State Department of Health Wastewater Branch <br /> confirmed the project will be required to connect to the County sewer system and the use of <br /> individual wastewater systems will not be approved. <br /> • Delete Condition S related to preventing vehicular access from the WPD to the subdivisions <br /> to the north because this is counter to the standard planning practice of providing <br /> connectivity between subdivisions and communities, particularly since the roads within the <br /> • subdivisions to the north are County roadways that can be widened to accommodate <br /> additional traffic. The Subdivision Code allows for relief from connecting local streets if <br /> there are topographical constraints, thus some of the roads just north of Pu`u Honu will <br /> likely not be connected through, but the roads west of Pu`u Honu, such as Omao Street, <br /> S. Wiliwili Street, and Liko Lehua Street should be connected to the WPD. Connecting <br /> multiple roadways would help disperse traffic through the subdivision rather than loading all <br /> of the traffic on one roadway. <br /> • Delete Conditions FF, GG and HH and add a new condition EE related to archaeological <br /> resources to reflect that an archaeological inventory survey, mitigation plan and preservation <br /> plan have been completed and approved by the State Historic Preservation Division (SHPD). <br /> In their letter dated May 31, 2018, SHPD indicated Historic Site Nos. 14947 and 30294 <br /> would be preserved in the form of avoidance and conservation with a minimal interpretation <br /> component. <br />
