20. Archaeological/Historical Resources: The applicant has submitted letters from the <br /> Department of Land and Natural Resources-State Historic Preservation Division <br /> approving an archaeological inventory survey, an interim mitigation plan and a <br /> preservation plan in response to Conditions FF, GG &HH of Ordinance No. 10-064. <br /> Please refer to the applicant's Exhibits G, H &Ito review the DLNR-SHPD letters. <br /> PUBLIC UTILITIES AND SERVICES <br /> 21. Roadways/Traffic: As originally proposed, the primary access to the project site will be <br /> from the proposed extension of Ponahawai Street, which will be a makai-mauka roadway <br /> from Komohana Street to the Mohouli Street Extension. As a traffic calming measure, <br /> the Ponahawai Street extension arterial may include multiple stop signed intersections to <br /> slow traffic moving along this corridor. The use of non-vehicular transportation will be <br /> encouraged through a network of bicycle, golf-cart and pedestrian walkways and trails. <br /> The City of Hilo.Zone Map identifies future road alignments and right-of-way needs in <br /> Hilo. The map designates an 80-foot wide right-of-way for the Ponahawai Street <br /> extension and indicates an alignment from Komohana Street, south of the Alenaio Stream <br /> drainage channel, through the project site to Mohouli Street. The intent is for this <br /> alignment to connect with the future Kupulau Street extension at an intersection with <br /> Mohouli Street. The Planning Department has required portions of the future Kupulau <br /> Street extension alignment to be reserved as road lots when subdivision approval was <br /> granted for subdivisions containing the alignment (i.e. Sunrise Estates Subdivision). <br /> A secondary access roadway is proposed which would begin as a signalized, fully <br /> channelized (as traffic demand requires) intersection on Komohana Street across from <br /> Pu'uhonu Place and end at an intersection with the Ponahawai Street extension within the <br /> project site. Currently, Komohana Street has a variable right-of-way width ranging from <br /> 80 to 90 feet fronting the subject properties. <br /> A new cul-de-sac roadway from the Mohouli Street Extension is proposed to <br /> serve the single-family residential lots south of the Alenaio Stream. The roadway would <br /> be located between the existing Kukuau Street and proposed Ponahawai Street extension. <br /> intersections.
