Supply prior to the submittal of plans for Plan Approval review by the Planning <br /> Department. Based upon the calculations, if required, the applicants shall install a <br /> larger or additional service lateral or meter, and remit the prevailing facilities <br /> charge to the Department of Water Supply. The applicants are responsible for <br /> maintaining valid water commitments to support the proposed development until <br /> such time that required water facilities charges are paid in full. <br /> C. Construction of the proposed commercial development shall be completed within <br /> five (5) years from the effective date of this amended ordinance. Prior to the start <br /> of construction, Final Plan Approval for the proposed commercial development <br /> and related improvements shall be secured from the Planning Director. Plans <br /> shall identify structures, fire protection measures, paved parking stalls and paved <br /> driveway and other improvements associated with the proposed use. Landscaping <br /> shall also be indicated on the plans for the purpose of mitigating any adverse noise <br /> or visual impacts to adjacent properties in accordance with the requirements of <br /> Planning Department's Rule 17 (Landscaping Requirements), Chapter 25 (Zoning <br /> Code), Hawai`i County Code. <br /> D. Driveway access to the subject property from Kamana Street shall meet with the <br /> approval of the Department of Public Works. No access shall be permitted from <br /> Kino`ole Street. The proposed development driveway shall be located away from <br /> the intersection. The applicants shall provide improvements to the project's <br /> frontage along Kamana Street consisting of, but not limited to, pavement <br /> widening with concrete curb, gutter and sidewalk, drainage improvements and any <br /> required utility relocation, meeting with the approval of the Department of Public <br /> Works, prior to Certificate of Occupancy for the proposed commercial <br /> development. <br /> -5- <br />
