REQUEST: Requesting for a bill for an ordinance to appropriate $ 2,511,828.00 to develop, operate and administer an Assessment Center for homeless men, which shall be located on the ground of 34 Rainbow Drive in Hilo. The target population for the Ohana Zone - Keolahou Assessment Center program is unsheltered homeless males that are transitioning to permanent housing. Please also submit a resolution to authorize the Mayor to execute and submit all multi-year agreements and other related documents to the State of Hawai'i, Department of Human Services. Request to waive Committee and for resolution to be placed on the April 24, 2019 Council meeting agenda. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): On March 25, 2019, the County of Hawai'i received written confirmation that its proposal and request for funding to develop, operated and administer an Assessment Center for homeless men was approved by the State of Hawaii, Department of Human Services. The target population for the Ohana Zone— Keolahou Assessment Center program are unsheltered homeless males on the Island of Hawai'i that are transitioning to permanent housing. Keolahou will allow for an increase of up to 50 emergency shelter beds for homeless men in a service model based on the Housing First approach. The Assessment Center will operate 24-hours a day, 7 days a week and will have an on-site navigation center that will provide space for housing counseling, money-management, benefits enrollment, and life skills counseling for individuals experiencing homelessness.
