REQUEST: <br /> Approval is requested to enter into a 3-year Enterprise Agreement with ESRI (Industry standard GIS <br /> software provider). In addition to maintenance of all deployed ESRI software, this will provide the flexibility to <br /> deploy software and licensing when and where needed with Tier 1 support center for internal users. <br /> Additionally, the ESRI EA will provide annual reporting, centralized management for efficiency, and the <br /> capacity to support a cloud based platform. The County's current licensing model is insufficient for GIS <br /> needs. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The current GIS licensing model for the County of Hawaii is incrementally more expensive each year, highly <br /> limiting in deployment configuration, and reaching a threshold where transitioning from it to an Enterprise <br /> Agreement can better support County GIS deployment requirements for initiatives such as disaster relief and <br /> recovery and the new online building permit system. <br /> The ESRI EA is a fixed cost per year 3-year contract that provides: unlimited GIS server components and <br /> configurations, unlimited desktop software, and virtually unlimited ArcGIS Online capabilities. ESRI has <br /> offered a jumpstart kit to the County which puts first year at our existing estimated maintenance of <br /> $69,237.37, 2'nd year at$100,000, and 3'rd year at standard pricing of$150,000. The total cost for the first <br /> 3-year contract would be around $320,000, or approximately a 29% discount.
