REQUEST: <br /> Requesting for a bill for an ordinance to appropriate $ 1,500,000.00 to develop, operate and administer an <br /> Assessment Center for families which shall be located on the ground of Na Kahua Hale 0 Ulu Wini in Kailua- <br /> Kona. The target population for the Ohana Zone - Na Kahua Hale 0 Ulu Wini Assessment Center program <br /> is families that are transitioning to permanent housing. Families are defined as a household with at least one <br /> minor child under the age of 18. <br /> Please also submit a resolution to authorize the Mayor to execute and submit all multi-year agreements and <br /> other related documents to the State of Hawai'i, Department of Human Services. <br /> Request to waive Committee and for resolution to be placed on the April 24, 2019 Council meeting agenda. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> On March 25, 2019, the County of Hawai'i received written confirmation that its proposal and request for <br /> funding to develop, operate and administer an Assessment Center for families was approved by the State of <br /> Hawaii, Department of Human Services. <br /> The target population for the Ohana Zone — Na Kahua Hale 0 Ulu Wini Assessment Center program are <br /> homeless families on the Island of Hawai'i that are transitioning to permanent housing. <br /> The Assessment Center will operate 7 days a week and will have an on-site navigation center that will <br /> provide space for housing counseling, money management, benefits enrollment, and life skills counseling for <br /> families experiencing homelessness. <br /> The ordinance sets up the proper accounts to receive and expend the grant fund. <br /> APR 03 ' 019 <br /> SIGNED: DATE: <br /> Department Head <br />
