REQUEST: Requesting for a bill for an ordinance to appropriate $ 1,500,000.00 to develop, operate and administer an Assessment Center for families which shall be located on the ground of Na Kahua Hale 0 Ulu Wini in Kailua- Kona. The target population for the Ohana Zone - Na Kahua Hale 0 Ulu Wini Assessment Center program is families that are transitioning to permanent housing. Families are defined as a household with at least one minor child under the age of 18. Please also submit a resolution to authorize the Mayor to execute and submit all multi-year agreements and other related documents to the State of Hawai'i, Department of Human Services. Request to waive Committee and for resolution to be placed on the April 24, 2019 Council meeting agenda. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): On March 25, 2019, the County of Hawai'i received written confirmation that its proposal and request for funding to develop, operate and administer an Assessment Center for families was approved by the State of Hawaii, Department of Human Services. The target population for the Ohana Zone — Na Kahua Hale 0 Ulu Wini Assessment Center program are homeless families on the Island of Hawai'i that are transitioning to permanent housing. The Assessment Center will operate 7 days a week and will have an on-site navigation center that will provide space for housing counseling, money management, benefits enrollment, and life skills counseling for families experiencing homelessness.
