No. 201/Bill No. 51 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 10:58 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> • Your Committee on Finance, to which was referred Bill No. 51, reports as follows: <br /> Bill No. 51, transmitted by Finance Director Deanna Sako, via Communication No. 201 dated <br /> March 21, 2019, amends Ordinance No. 18-68, as amended,the Operating Budget for the County of <br /> Hawaii for the Fiscal Year ending June 30, 2019. <br /> This bill appropriates revenues in the Federal—Block Grant account ($2.5 million) and the Block <br /> Grant—Program Income account($100,000); and appropriates the same to the following accounts: <br /> Hale Ohana Domestic Abuse Shelter—Renovations ($280,500); West Hawai`i Domestic Abuse <br /> Shelter—Renovations ($195,250); West Hawai`i Homeless Emergency Shelter Improvements <br /> ($600,000); Kula`imano Elderly Housing—Phase III Renovations ($284,250); Kiheipua Family <br /> Shelter—Certified Kitchen Construction($200,000); Hale Maluhia Shelter—Accessibility <br /> Improvements ($300,000); Boys and Girls Club—Accessibility Improvements ($240,000); and • <br /> Administration, Planning&Fair Housing($500,000). <br /> Housing Administrator,Neil Gyotoku, stated that the bill creates the project accounts so that the funds <br /> can be disbursed to the different projects if and when the 2019 grants are approved. He also noted that <br /> these project accounts are set up in anticipation of receiving the funds. Mr. Gyotoku stated the monies <br /> are 100 percent Housing and Urban Development (HUD) funds received through the block grant <br /> program and if the grant is not funded, these accounts would be closed. <br /> Chad Cabral, CEO of the Boys and Girls Club of the Big Island, who was asked by Council Member <br /> Ashley Kierkiewicz to elaborate on the importance of the HUD grant funding, described the various <br /> services and programs that benefit families who participate. <br /> Council Member Valerie Poindexter commented on the importance of encouraging the public to <br /> complete and submit the 2020 Census survey, which is necessary in the HUD funding process. <br /> Ms. Poindexter noted that accurate census numbers, especially in rural areas, is critical in determining <br /> qualification for funding. <br /> FC Report No.: 25 <br />
