-40 <br />F <br />COUNTY OF HAWAII i• _• STATE OF HAWAII <br />7TE OF•NF' <br />RESOLUTION NO. �6$ 19 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE AMERICAN <br />NATIONAL RED CROSS FOR ITS HOME FIRE CAMPAIGN IN HAWAII COUNTY. <br />WHEREAS, the American National Red Cross is a 501(c)(3) nonprofit organization that <br />fulfills its humanitarian mission by providing emergency assistance, disaster relief, disaster <br />preparedness education, and providing emergency communication between deployed military <br />service members and their families in times of crisis; and <br />WHEREAS, the Home Fire Campaign is an initiative by the American National Red <br />Cross that aims to transcend fire response by proactively taking steps to reduce home fire deaths <br />by half through the installation of free smoke alarms, replacement of smoke alarm batteries, and <br />provision of fire safety education in the homes of vulnerable populations like the elderly and <br />disabled; and <br />WHEREAS, the American National Red Cross reports that it is the only organization <br />that installs smoke alarms free of charge and assist residents to formulate their fire safety plan to <br />prevent and prepare for home fires; and <br />WHEREAS, the American National Red Cross is requesting funds to cover the partial <br />salary of a staff person to recruit, train, and deploy the volunteer workforce to carry out its Home <br />Fire Campaign in Hawaii County; and <br />WHEREAS, one of the goals of the Hawaii Fire Department is to protect the citizens <br />and visitors of Hawaii County by developing, implementing, and maintaining program <br />strategies that provide for a positive influence in reducing the effects of fire -related incidents; <br />and <br />WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, <br />activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br />Contingency Relief funds from Council District 9 will be appropriated to the Hawaii Fire <br />Department to provide a grant to the American National Red Cross for its Home Fire Campaign <br />in Hawaii County. <br />
