REQUEST: <br /> An Ordinance amending Ordinance 17-19 authorizing the Mayor to enter into an intergovernmental <br /> agreement for a State Water Pollution Control Revolving Fund Loan for Wastewater improvement projects <br /> and authorizing the issuance of$16,122,000 General Obligation Bonds of the County of Hawai'i for the <br /> purpose of financing the following projects: <br /> Kalaniana'ole Interceptor Sewer Rehabilitation Phase II $8,622,000 <br /> Kula'imano, Papa'ikou, & Hilo Dewatering and Barminutor Replacement $7,500,000 <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The State Department of Health has indicated that funding through the State Water Pollution Control Revolving <br /> Fund Loan Program is available for the Kula'imano, Papa'ikou, & Hilo Dewatering and Barminutor Replacement <br /> project. Ordinance 17-19 includes funding for the Kula'imano & Papa'ikou Dewatering project in the amount of <br /> $2,700,000. This request is to increase the authorized amount for this project to $7,500,000, and to change the <br /> project name to "Kula'imano, Papa'ikou, &.Hilo Dewatering and Barminutor Replacement." The increase in <br /> amount is due to the most recent estimated project construction cost and anticipated contingencies. The project <br /> name is being is being changed to include "Hilo" in the project title to reflect the fact that certain equipment <br /> included in the project is being designed such that it could be transported to the Hilo Wastewater Treatment <br /> Plant for use as a back-up system should the need arise. This request includes no changes to the Kalaniana'ole <br /> Interceptor Sewer Rehabilitation Phase II project. <br /> The Kula'imano and Papa'ikou, Wastewater Treatment Plant upgrades include the following: (1)replacement of <br /> existing sludge dewatering systems, (2)replacement of existing barminutors with screening devices, <br /> (3)modification to the existing potable water systems to integrate air-gap protection, (4) replacement of existing <br /> underground aeration piping (Kula'imano facility only), and (5) assessment of existing electrical systems to <br /> identify and implement necessary upgrades to the electrical systems. These scope upgrades are necessary to <br /> maintain safe and reliable facility operations and regulatory compliance. The Hilo WWTP will not be receiving <br /> any physical upgrades as part of this project.
