REPORT OF THE <br /> COMMITTEE ON PUBLIC WORKS AND MASS TRANSIT <br /> DATE: May 7, 2019 Re: Comm.No. 247/Bill No. 64 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 9:17 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Works and Mass Transit, to which was referred Bill No. 64, reports <br /> as follows: <br /> Bill No. 64, transmitted by Committee Chair Susan L.K. Lee Loy via Communication No. 247, <br /> dated April 16, 2019, amends section 24-12, subsection(b), of the Hawai`i County Code, <br /> enacted through Ordinance No. 11-102 ("Aliyah's Law")to allow the citation and removal, at <br /> the registered owner's expense, of vehicles with window glazing (tinting) material that are in <br /> violation of applicable statutes. <br /> Before the discussion began, Committee Chair Sue Lee Loy relinquished the role of presiding <br /> officer to Vice Chair Matt Kaneali`i-Kleinfelder. <br /> Committee Member Lee Loy described the bill as a new tool in the belt to address the issue of <br /> illegal tinting. She asked Community Police Officer Matt Lewis to provide more information. <br /> Speaking from Hilo, Officer Lewis said the bill would add to the existing"Aliyah's Law"to <br /> ensure legal amounts of visibility for the safety of drivers being able to see other people on the <br /> road, and for the safety of traffic enforcement officers conducting traffic stops.
