REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: May 20, 2019 Re: Comm.No. 281 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 1:01 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Communication No. 281, reports as follows: <br /> Communication No. 281,transmitted by Mayor Harry Kim on May 2, 2019, submitted for the <br /> Council's review his nominee to the South Kohala Community Development Plan Action Committee, <br /> Karen Anderson of Waikoloa. It noted that Ms. Anderson is a business consultant and former Director of <br /> the Nature Conservancy in Washington State, in addition to previous work as an engineer in various <br /> capacities with the Boeing Company and Microsoft Corporation. Ms. Anderson is the co-founder of <br /> Zeno Math, a non-profit education service organization dedicated to assisting economically <br /> disadvantaged students in the study of mathematics. Ms. Anderson has been a resident of Hawai`i <br /> County for the past six years and holds a Bachelor of Arts in Physics from the College of Wooster, Ohio <br /> and both a Bachelor of Science in Engineering and a Master in Business Administration from the <br /> University of Washington. Currently, Ms. Anderson is a volunteer for the Waikoloa Community <br /> Association, Hokuloa Church in Puako, and at Hawai`i Preparatory Academy. <br /> Appearing before Your Committee via videoconferencing from Waimea was Ms. Anderson and from <br /> the West Hawai`i Civic Center was Mayoral Deputy Managing Director Barbara Kossow. Ms. Kossow <br /> introduced Ms. Anderson to the Council and Ms. Anderson followed by discussing some of her <br /> philosophy surrounding her solution-focused approach, combining engineering with community <br /> planning for long-term outcomes to meet the greatest needs. <br /> Council Members Rebecca Villegas and Herbert M. "Tim"Richards thanked Ms. Anderson for her <br /> willingness to serve and bringing her talents and skills to the South Kohala Community Development <br /> Plan Action Committee. Planning Chair Ashley Kierkiewicz also commented in favor of the <br /> appointment and called for the vote. <br /> The vote was taken on the motion to move this measure to Council with a positive recommendation and <br /> passed unanimously with nine "ayes." <br /> Planning Chair Ashley Kierkiewicz notified Ms. Anderson that she was not required to appear at the full <br /> Council meeting on June 4, 2019. <br /> Pursuant to Article 3, Section 16-5 of the Hawai`i County Code, Community Development Plan Action <br /> Committees shall consist of nine members with a primary residence in the area covered by the <br /> Community Development Plan, and shall be appointed by the Mayor and approved by the Council. <br /> PC Report No.23 <br />
