REQUEST: <br /> Resolution authorizing the Mayor to enter into a multi-year lease agreement for two (2) 120 cubic yard <br /> Walking Floor Refuse Trailers for a period of five (5) years for the Department of Environmental <br /> Management, Solid Waste Division. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The Solid Wate Division is requesting to lease finance two (2) 120 cubic yard (CY)Walking Floor Refuse <br /> Trailers to be used to transport refuse from the Waiohinu Transfer Station in South Kona - Ka'u to the West <br /> Hawaii Sanitary Landfill (WHSL). <br /> Currently, the Solid Waste Transfer Station in Waiohinu is in need of repairs after heavy rains and the 2010 <br /> earthquake caused erosion damage to the facility trash chute. The Solid Waste Division has awarded a <br /> contract that will upgrade the facility and will include a larger"tipping floor" area for use of a 120 cu.yd. <br /> capacity walking floor trailer at the Waiohinu Station which is a change from the existing 70 cu.yd. compactor <br /> trailer. The new configuration will allow the Division to bring loads from multiple transfer stations to be <br /> consolidated at Waiohinu. <br /> The walking floor trailers will allow operations to manage sites open on alternating days at Glenwood and <br /> Volcano and decrease drive times between those sites and the West Hawaii Sanitary Landfill. The walking <br /> floor trailer's being purchased will have a 120 cu.yd. capacity, allowing the Division to manage several sites <br /> in the South Kona - Ka'u District including Pahala, Miloli'i and Hawaii Ocean View Estates. This then will <br /> mean that 1 larger trailer will be used to transport MSW from the Ka'u area to West Hawaii rather than <br /> several smaller trailers traversing the same corridor. <br /> Purchase price is estimated at $143,000 each or$286,000 for two (2) 120 CY refuse trailers. The estimated <br /> lease payment is $5,200 per month total for two (2) refuse trailers. <br /> Funding for the lease is not included in the Fiscal Year 2018-19 budget as the delivery of these trailers is not <br /> expected until next fiscal year due to the long lead time for this equipment.
