Form #: B-52
7/18/91
DEPARTMENT OF FINANCE
REQUEST FOR COUNCIL ACTION
DEPARTMENT: Environmental Management DATE: 5/9/19
STAFF CONTACT: Dora Beck PHONE: 961-8513
A. REQUEST:
An Ordinance authorizing the Mayor to enter into an intergovernmental agreement for a State Pollution
Control Revolving Fund Loan for Wastewater improvement project and authorizing the issuance of
$37,000,000 General Obligation Bonds of the County of Hawai'i for the purpose of financing the following
projects:,
Pahala Wastewater Collection System $15,000,000
Pahala Large Capacity Cesspool Conversion $22,000,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Pahala Community is currently served by a combination of Individual Sewage Disposal Systems and a
County sewer system previously owned and operated by C. Brewer. The County is under a USEPA AOC to
construct a secondary wastewater treatment facility to serve the community, close two large capacity
cesspools (LCC), and expand the existing wastewater collection system by December 16, 2021.
The current collection system is comprised of substandard gravity lines that convey sewage from
approximately 109 parcels to two large capacity cesspools. The AOC requires servicing all currently
connected properties and a minimum of 65 additional properties. Based on wastewater flow projections
developed using 2017 City and County of Honolulu wastewater standards, the treatment and disposal facility
would be designed for an average dry weather flow capacity of 190,000 gallons per day.
Attachment A illustrates the parcels that would be serviced, the existing large capacity cesspool locations,
and the preferred alternative site for the new secondary wastewater treatment and disposal facility.
This request will provide funding for design and construction for these projects and allow us to take
advantage of the lower interest rates provided by the State Revolving Fund Loan Program.
SIGNED: itL _ s'l
- DATE: 7/f
Department Head
g 41r1
