No. 337/Bill No. 85 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 11:37 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 85, reports as follows: <br /> Bill No. 85, transmitted by Mayor Harry Kim via Communication No. 337, dated June 14, 2019, <br /> is an ordinance amending Ordinance No. 07-105 which reclassified lands from Single-Family <br /> Residential— 10,000 square feet(RS-10)to Neighborhood Commercial—40,000 square feet(CN-40) <br /> at Waiakea, South Hilo, Hawaii, covered by Tax Map Key 2-2-039:031, 057, 068 and 069. The <br /> applicant, AutoZone Parts, Inc., seeks to amend several of the conditions of the original Change of <br /> Zone Ordinance that was approved on August 1, 2007. <br /> The Windward Planning Commission, at its duly noticed meeting on June 6, 2019, forwarded to your <br /> Committee a favorable recommendation for thepassage of the proposed bill. Specifically, the applicant <br /> sought to amend the following: five-year time extension for Condition C (Time to Complete h <br /> Construction), delete Condition D (Lot Consolidation), delete Condition E (TIAR Timing), modify <br /> Condition F (Access from Kekela Street), modify Condition H (Parking Requirements), and modify <br /> Condition N(Fair Share). <br /> Appearing before your Committee was attorney Steven S. C. Lim and paralegal Katherine Luga of <br /> Carlsmith Ball, LLP representing the applicant, Michael Chastain and District Manager Jose Quintero <br /> of AutoZone, Sohrab Rashid with Fehr and Peers Transportation Consultants, and Brian Shiroma and <br /> family representing the landowners H. Shiroma, Incorporated. <br /> Before any discussion, Planning Committee Vice-Chair Sue Lee Loy disclosed her involvement in <br /> crafting the ordinance in 2007. <br /> Mr. Lim and Ms. Luga presented a large map to Your Committee to provide a visual of the property's <br /> location and traffic ingress and egress around the development. Mr. Chastain provided a brief history of <br /> AutoZone in Hawaii, noting that this project would make the 12th AutoZone in the entire state and the <br /> second in Hawaii County. He explained that the 9,000 square foot store would be larger than the two <br /> year-old Kona location in anticipation of the higher sales expected in East Hawaii. He stated that <br /> AutoZone differs from many of its competitors, noting that they not only sell car parts but also provide <br /> customers with information on how to make repairs and assist with the recycling of vehicle fluids and <br /> batteries. <br /> PC Report No. 26 <br />
