Access to the subject parcel is via W. Kawailani Street to <br /> Mailani Street direct to the lot. Mailani Street will be extended as a right-of-way to create the <br /> appropriate ingress/egress to the subdivision. All road work will conform to Chapter 22 of the <br /> Hawaii County Code(HCC): Streets and Sidewalks.According to the Department of Public <br /> Works (DPW), the proposed RS-10 zoning will require that the Mailani Street extension be <br /> constructed with curbs,gutters, and sidewalks with decidable pavement.The proposed right- <br /> of-way(i.e., Mailani Street extension) should match with the existing Mailani Street, which <br /> according to the Ahualani Subdivision Unit 1 final subdivision map,the right-of-way width is <br /> 50-feet. <br /> According to the Department of Water Supply(DWS)a water commitment deposit has <br /> been paid for the 26 additional lots of the 27-lot subdivision.Pursuant to Rule 5 of the DWS <br /> Rules and Regulations, a water commitment for the proposed development in the amount of <br /> 10,400 gallons per day,or 26 additional units of water,was granted to the applicant until April <br /> 30, 2022. Conditions of approval include the construction of necessary water system <br /> improvements such as water mains and service laterals.The applicant is also required by DWS <br /> to remit the prevailing facilities charge which is due and payable upon completion of the <br /> installation of the required water systems, and prior to final subdivision approval. <br /> As there is no municipal wastewater system in this area,wastewater will be disposed of <br /> by an individual wastewater system, meeting the requirements of the Department of Health. <br /> This will be done by the respective landowner in conjunction with the construction of a <br /> dwelling. <br /> i <br /> The subject property is located within an area designated as Flood Zone "X", or an <br /> "Area of Minimal Flood Hazard." As conditions of this recommended ordinance, all <br /> development generated runoff shall be disposed of onsite and not be directed toward any <br /> adjacent properties. Moreover, all earthwork and grading shall comply with Hawai`i County <br /> Code Chapter 10, Erosion and Sediment Control and all development shall comply with <br /> Hawaii County Code Chapter 27, Floodplain Management. <br /> All other essential utilities and services are or can be made available to the site. <br /> The subject request is not contrary to Chapter 205A, Hawaii Revised Statues, <br /> relating to Coastal Zone Management. The property is not located in the Special <br /> Management Area.The site is located approximately 3.38-miles from the nearest shoreline and <br />
